The Grand Plenum of Cassia simply known as the Plenum, is the unicameral legislature of Cassia. While officially still a crowdsourcing body in the service of the technocratic Epistarchy, the Cassian Plenum has, in practice, held equal and often greater power over its executive body. This has lent comparisons to the Novatist model of the Council of Syndics, who officially held supreme power over the state. Unlike the Syndics, however, the Cassian political system, which seeks a unity of consensus and concrete action (oktikenaket a pauntabenet), the Plenum is still bound to cooperate with the Epistarchy out of a shared sense of moral and civic duty. Should the government arrive in deadlock, matters shall be determined by with the masses by a vote of plebiscite.
The Plenum contains about 800 seats total, with half being reserved for locally elected delegates (deputies) and the other for the representatives of various industries and other national sectors (Industries).
